State has $1.28 Billon Surplus
The state ended the fiscal year with a surplus of about one-point-two-eight billion dollars, but most of that money is already earmarked and cannot be used to decrease property taxes. After money is placed in various reserve funds and the state makes back payments due to local governments, only about 252-million of spendable cash remains.
